Mike Harcourt | David Oulton | Prof. Yves Le Bouthillier | Ken Ogilvie | Judith Sayers | Darrell Bishop
Mike Harcourt is a former mayor of Vancouver and the 30th premier of British Columbia. Following his term as premier, he became chair of the Urban Sustainability Program of the National Roundtable on the Environment and the Economy, here he served for eight years. He chaired the Prime Minister’s External Advisory Committee on Cities and Communities from 2003-2006. Mr. Harcourt also served as Federally Appointed Commissioner on the BC Treaty Commission from 2003-2007, facilitating treaty negotiations between government and BC First Nations. He continues to devote much of his time to promoting urban sustainability issues, and has been an advocate for the disabled community and the First Nations People.
David Oulton is a former senior official in the federal public service. He began his career with the Department of External Affairs, and subsequently served as an Assistant Deputy Minister at various federal departments, including Natural Resources Canada and Agriculture and Agri-Food Canada. Mr. Oulton also served as the Head of the Federal Climate Change Secretariat in the 1990’s, spearheading the development of Canada’s approach to climate change. Mr. Oulton has also participated in the Canadian Electricity Association’s Environmental Commitment & Responsibility (ECR) Program Awards Panel since 2006.
Professor Bouthillier is a member of the Faculty of Law at the University of Ottawa and specializes in international law, including international human rights law and environmental law. He has an interest in the protection of linguistic minorities and co-directed a book published in 2006 on this topic. He is a former President of the Law Commission of Canada, and was Scholar in Residence at the Environmental and Economic Law Division at the Department of Foreign Affairs. In 2001, he served as a member of the negotiating team that won the Head of the Public Service Award for its contribution to the development and adoption of the Stockholm Convention on Persistent Organic Pollutants.
Mr. Ogilvie is former Executive Director of Pollution Probe. He joined Pollution Probe in October 1995 after serving as Executive Coordinator of the Ontario Round Table on Environment and Economy. Prior to that, he was Manager of Policy Coordination for the Ontario Ministry of Environment and Energy. Mr. Ogilvie has also worked for Environment Canada and the Manitoba Department of Environment. He sits on various Boards and is currently the vice-chair of Sustainable Development Technology Canada and the Institute for Environmental Innovation. Mr. Ogilvie is a past member of the National Round Table on the Environment and the Economy. He currently offers independent environmental consultancy and serves as a Senior Advisor at Deloitte & Touche Inc.
Dr. Judith Sayers is a member of the Hupacasath First Nation, where she served as Chief from 1995-2009. She is currently the Chief Negotiator for the Hupacasath First Nation and has been for 15 years. As Chief, she focused on capacity building, sustainable development and restoring and rehabilitating Hupacasath territory, including the development of a 6.5 MW run of the river hydro project and a community Energy Plan. Her educational background includes a business degree, a law degree from the University of British Columbia and an honourary Doctor of Laws from Queen's University.
Darrell Bishop is a former Executive Vice-President at the New Brunswick Power (NB Power) Holding Corporation. Over the course of his more than 38 year career with NB Power, Darrell has worked in all areas of the utility business including, Generation, Transmission, Distribution, Customer Service and Marketing. Darrell ended his tenure with NB Power providing strategic planning counsel, prior to which he was a Vice-President with responsibility for over 3000 megawatts of thermal and hydraulic generation, and energy transactions across some 2500 MW of interconnection capacity. During his tenure at NB Power, Darrell was also an active member of the Generation Council of the Canadian Electricity Association; FM Global Advisory Board; Atlantica Center for Energy Board; and the Engineering Curriculum Advisory Board at the University of New Brunswick.
